Description: The aim of this tender is to procure the necessary services to support three secretariats organising their events. Services to be provided might include designing and organising onsite, hybrid and online events (conferences, workshops, seminars, exhibitions, high-level meetings, round table discussions, working group meetings, presentations, etc) and producing exhibition stands of various sizes and levels, as well as webinars, virtual conferences, virtual meetings online workshops or any other type of online meetings. The EEIG – GECOTTI-PE requires from the Contractor to provide assistance and all services related to specific events’ organisation, management and follow-up. The type of services requested by the Contracting Authority range from the partial management of certain aspects of events to the full organisation and follow-up of a given event. Events will be mainly organised in all EU Member States, Norway, Switzerland and EU candidate countries.

Principales caractéristiques de la procédure et informations sur l'endroit où obtenir les règles complètes applicables à la procédure: In accordance with Article R.2142-1 of the French Public Procurement Code, candidates are informed that, given the nature and object of this contract, as well as its conditions of execution, the Contracting Authority has decided to establish conditions for participation relating to the technical capacity of candidates, in order to ensure that economic operators have the human and technical resources, as well as the experience necessary to perform the contract to an appropriate standard of quality. Using the “technical capacity” document, candidates must be able to demonstrate that they have successfully completed at least three events equivalent to “type 4” as described in point of 2 the technical annex to the Special Terms and Conditions during the three years preceding the publication of this call for tenders. In accordance with Article R.2142-3 of the French Public Procurement Code, candidates may rely on the capacities of other operators, members of a consortium and subcontractors, or other economic operators, regardless of the legal nature of the links between them and these operators. Award criteria of tenders: The most economically advantageous tender will be assessed on the basis of the weighted quality (80%) and price (20%) criteria listed in the Rules for Tender. Candidates are informed that the Contracting Authority has decided to set a minimum threshold of 40 points for the technical and methodological evaluation. Tenders submitted that do not reach this threshold of 40 points during the technical evaluation will be excluded from the subsequent evaluation based on price to determine the most economically advantageous tender. The financial evaluation will be done on the basis of the priced scenarios (case studies). Tenderers are requested the fill in the official Price list and apply it to the priced scenarios for the requested services for each event. In addition, tenderers must fill in the resume table of overall budget proposal for the case studies All services must be priced including the services that the tenderer intends to subcontract. However, the financial evaluation will not take into consideration the third-party services proposed at market prices and the location of the venue; only the fees applied to these subcontracted services and the cost of tenderers’ own staff according to the daily rates for standard professional categories of the Price list will be considered. The prices proposed in the case studies must be consistent with those declared in official price list
